CC Chang is Vice President of Engineering and leads the Multimedia R&D (MM R&D) Group at Qualcomm. 

Chang joined Qualcomm in 1991 and began working on speech coding/recognition, vocoder ASIC, and DSP design in Corporate Research prior to joining QCT. After implementing several generations of CDMA vocoder, he was the first to introduce video, camera, and display architecture into QCT MSM products. In 2005, he successfully led QCT’s first multimedia-centric chipset, MSM6550, which was one of the best-selling chipsets in QCT’s history. This has laid the foundation to foster multimedia technology innovation within Snapdragon platforms up to today.

In 2008, Chang carried the mission to start Multimedia R&D Group focusing on forward-looking technologies in speech, video, imaging, and graphics. Later, he expanded the scope to cover computer vision and virtual/augmented reality. During his leadership of MM R&D, he has helped build up world-class video and speech technology teams which have helped Qualcomm lead the ITU H.265 video codec and 3GPP EVS speech codec standard competitions. Along with advanced imaging and computer vision technologies, these codec standards will advance smartphone and internet of things (IoT) platforms for years to come. Most recently, MM R&D published 3D depth sensor technology, together with 3D face authentication, Qualcomm delivered the most competitive solutions to Android handsets countering iPhoneX FaceID.

He holds a Ph.D. in Electrical and Computer Engineering from the University of California, San Diego and a Bachelor of Science in Electrical Engineering from National Tsing-Hua University in Taiwan. Chang holds 187 patents granted in the US and other countries including speech processing, compression and recognition, echo cancellation, voice user interface, video coding, display processing, and computer vision.
