Almis Udrys was appointed by Mayor Faulconer to establish the City of San Diego’s Performance & Analytics Department, which is responsible for implementing Mayor Faulconer's strategic planning, managed competition, and open data initiatives as well as San Diego Works (the City's unique employee efficiency & incentive program). Almis brings over a decade of local and statewide policy and operational experience, starting with the California State Auditor’s office, before moving to the State Legislature as a health care policy consultant, and a key strategist in negotiating a bi-partisan budget agreement with the Schwarzenegger Administration that included pension reform. More recently, Almis has delivered results for the City of San Diego in areas including economic development, water supply reliability, and infrastructure funding. He has spoken domestically and internationally on San Diego’s innovative programs, including the "smart" streetlight initiative.  Almis has a master’s degree in public policy and is a certified Lean Six Sigma Green Belt.
